CDFW states it's an active participant on the Board of the Ballona Conservancy, Playa Vista's private business that is Dewatering, Diverting and Throwing Away Ballona's Freshwater.

Oil well gas leak creates new dangers for local residents and visitors to Ballona Wetlands - University City Syndicate​

ALERT:

An increasingly dangerous gas leak from the oil well located in the Fresh Water Marsh, just west of Lincoln Blvd, in the Ballona Wetlands, has been proclaimed by oil and gas experts as a "significant surface hazard." 

Alleged Clean Water Act Violation: Playa Vista; CA Department of Fish & Wildlife; and, Santa Monica Bay Restoration Commission's 2013 emails establish they knew of Illegal Drains that allowed contaminated Channel Water to flow into Ballona Wetlands.

Alleged Clean Water Act Violation: Leadership of Playa Vista; CA Department of Fish & Wildlife ; Santa Monica Bay Restoration Commission (SMBRC) , Bay Foundation; Friends of Ballona emails (2013) establish they were all aware of the Illegal Drains allowing contaminated Ballona Channel water to flow into Ballona Wetlands.

As is seen below in the photos from 1952 and 1997 Ballona ponds during the rainy season when allowed to do so, even with the presence of the Army Corp/ LA County built - Ballona Channel.
Playa Vista developers have always argued that their mega-development was not on a wetland, which is countered by their own internal e-mails to Los Angeles Building & Safety Department - 6/8/99 Playa Vista email to LADBS.
